Emboss painting is basically creating a design on a surface, so that it appears to be raised. It can be done on harder surfaces such as, in this case, a wooden picture frame, or softer and more flexible surfaces like a cloth.
Stencilling, on the other hand, produces an image or pattern by applying pigment to a surface under an intermediate object with designed gaps in it. The gaps create the pattern or image by only allowing the pigment to reach some parts of the surface.
